The Parliament of Montenegro has approved the participation of the Montenegrin army in the European Union’s military assistance mission to Ukraine, Radio Free Europe reports. The decision was made nine months after the proposal was submitted, with 49 out of 81 deputies voting in favor.
According to the explanatory note to the resolution, Montenegro’s main goal in joining this initiative is to strengthen the defensive capabilities of the Armed Forces of Ukraine in protecting its territorial integrity within internationally recognized borders. Additionally, the country aims to contribute to deterring Russian military aggression and potential threats from other states.
Montenegro’s Minister of Defense, Dragan Krapović, emphasized that Montenegrin troops will not be deployed on Ukrainian territory.
“I want this to be absolutely clear. I would never support such a decision. All activities under this mission take place within the EU — in Poland and Germany,” he stated.
The EU Military Assistance Mission to Ukraine (EUMAM Ukraine) was established on October 17, 2022, for a two-year term. In November 2024, EU countries decided to extend its mandate until 2026. The mission is funded by the European Peace Facility. Under the programme, Ukrainian servicemen receive training at bases located in EU member states, primarily Germany and Poland.
Earlier, on June 8, it was announced that Montenegro would launch a drone assembly project on its territory and deliver the first batch to Ukraine as military aid. The Montenegrin government’s statement emphasized that organizing drone production in the country will contribute to strengthening not only Montenegro’s defense capabilities within NATO but also Ukraine’s, while boosting the Balkan state’s image as a reliable supplier of modern military equipment on the international market.
